From Fragmented Research to Integrated National Strategy

Sandia National Laboratory's energy security mission was critical but fragmented—until a structured design process turned disconnected research programs into a coherent national strategy.

Energy security isn't abstract at Sandia National Laboratory; it's the daily work of keeping the national grid safe from cyberattack, resilient against disruption, and capable of absorbing renewable sources. The Energy Center's research portfolio represents some of the most consequential R&D in the country.

However, consequential work can still suffer from a fundamental design flaw. Sandia's programs had grown in sophistication, but they lacked a unifying strategic architecture. They needed clear success measures, explicit assumptions, and partnership logic to translate research into national-scale impact. Each program told its own story, but no one could easily tell the whole one.

We engaged senior technical staff and project leaders through a structured workshop series, using the Logical Framework Approach to rebuild program architecture from the ground up. This methodology disciplines complexity rather than softening it. Teams articulated long-term success in terms rigorous enough to measure and clear enough to communicate. They mapped critical assumptions determining whether their science would deliver real-world impact. They also examined external relationships through a strategic lens to define what partnerships with industry and academia needed to accomplish.

Outcome

For the first time, program leaders could clearly articulate how individual research investments contributed to measurable national-scale energy resilience outcomes. The result was a portfolio that held together internally and communicated coherently externally. Programs were aligned around explicit objectives, defined success measures, and clearly stated assumptions governing impact.
